Situation- R3 attempts to score on a passed ball. He beats the pitcher to the plate, makes no contact with F1. F2's throw hits R3. The plate umpire calls R3 out for not sliding.

This has to be an misinterpretation of the rule. The Canadian Content rules says:
6.01 Contact Rule: Runners are instructed to slide or attempt to avoid making contact with a fielder.

So, the rule does not say the runner MUST slide. The runner avoided contact with the fielder because he beat him to the plate.

Is there some other place that says runners must slide at home plate?
